In February 2006 the Ministry of Health issued Ordinance No.
399 / GM, which released the Pact for Health 2006 and the operational guidelines of the said agreement, already approved by the SUS Tripartite Commission Inter and the National Health Council.This new agreement stemmed from the need to qualify and implement the decentralization process, organization and management of SUS; the improvement of the pact Inter process ojetivando qualification, improvement and the definition of health and management responsibilities between the federal entities in the SUS; the need for compromise between the definition of SUS managers around priorities that have impact on the health status of the population.
